Resiliency Project Addressing Sea Level Rise and Storm Damage Advances in Lower Manhattan

Leading firms in construction, infrastructure, design, and engineering team up to design and build a coastal flood risk management system for Battery Park City Authority

A progressive design-build team comprised of a Turner Construction Company and E.E. Cruz joint venture, along with Arcadis, the Bjark Ingels Group (BIG), Scape Landscape Architecture and WSP was selected by the Battery Park City Authority (BPCA) for its North/West Resiliency Project. The North/West Resiliency Project aims to expand and enhance Battery Park City public spaces while creating vital protection for the neighborhood against rising sea levels and increased storm intensity.

The North/West Battery Park City Resiliency Project is the largest coastal resiliency project developed by BPCA and will address the impacts of sea level rise and the risk of storm damage.

Under a Progressive Design-Build (PDB) delivery model, the project team will engineer and build approximately 8,000 linear feet of flood and seepage barriers, and interior drainage improvements all the while protecting and enhancing landscapes and parkland. The BPCA has already engaged the community in the planning for the enhanced resiliency of the 92-acre neighborhood on the Hudson River, and the PDB delivery model will enable the BPCA and the design-build team to invite and incorporate further community input on the design as it is developed to ensure that the public is part of the process as it progresses.

The PDB team is committed to efficient design and construction methods that will minimize impacts on the public during construction and result in an enduring landscape for Battery Park City that both embraces its current pastoral landscape and preserves and sustains its magnificence well into the future. The PDB team will also ensure that the final product is sustainable, reliable, and easy to maintain.

“Strengthening the resilience of Battery Park City and surrounding areas through a world-class solution that addresses storm surges, rising sea levels, and the threat of climate change will have a profound, positive impact on this vibrant community and much of lower Manhattan,” said Charlie Whitney, Vice President and General Manager, Turner Construction Company.

“The Progressive Design-Build approach will provide opportunities for interaction and collaboration among the Authority and the community with the design-build team throughout the project, as we work together to protect and enhance this beautiful and vibrant community,” said Joe Sheehan, President, E.E. Cruz & Co. Inc.

“Arcadis is proud to support the Battery Park City Authority with this transformative resiliency project that protects residents and the people of Lower Manhattan from future storms while also respecting and evolving the world-class open space and waterfront that is fundamental to the neighborhood’s identity,” said Peter Glus, North American Growth Director, Arcadis.
