Flatiron to Deliver $237M Water Treatment Resiliency Projects

East Bay Municipal Utility District (EBMUD) has selected Flatiron to deliver projects that will enable EBMUD to meet its long-term commitments to provide quality drinking water to communities in and around Oakland, California. The contract valued at $237 million covers the Upper San Leandro Water Treatment Plant and Maintenance and Reliability project as well as the Sobrante Water Treatment Plant Chemical Systems Safety Improvements project.
These projects are part of the EBMUD long-term infrastructure improvements initiative with a goal to build a resilient system that will “ensure sustainable delivery of reliable, high quality service now and in the future, addressing economic, environmental and social concerns.”

Without disrupting existing provision of drinking water, Flatiron will upgrade existing facilities and construct new facilities – including improvements to the raw water control valve and flocculation and sedimentation basins; replacement of the existing below-grade chlorine contact basin; and replacement, rehabilitation and addition of tanks, pumps and pipelines associated with the reclaim and solids handling system.
Built in 1927, the Upper San Leandro Water Treatment Plant is a critical component of the EBMUD water distribution system, delivering water to the Oakland, San Leandro, San Lorenzo, Piedmont, Hayward and Castro Valley communities.
This new contract builds on Flatiron’s relationship with EBMUD. Flatiron currently is under contract with EBMUD for the $31 million Maloney Pumping Plant project awarded in 2019 and the $267 million Orinda Water Treatment Plant project awarded in 2022.
These projects strengthen Flatiron’s position in the water market sector. Further, they are consistent with the Flatiron strategy to build on successful relationships in local markets and to secure contracts that offer balanced risk profiles. They add to Flatiron’s growing portfolio of water treatment projects that, in addition to the EBMUD projects, includes Morena Pump Station in San Diego, Georgetown Wet Weather Treatment Station in Seattle, Sausalito Water Treatment and Wet Weather Upgrade in California, and Marcy Gulch Wastewater Treatment Plant in Colorado.
