Javier Sevilla Roca Elevated to Flatiron Chief Executive Officer

Affirming the strength of the Flatiron leadership team, HOCHTIEF has elevated Javier Sevilla Roca to Chief Executive Officer to continue guiding the company as it focuses on emerging growth markets while continuing to strengthen its broad leadership in heavy civil construction. 

Flatiron’s growth in North America is driven by industry-leading teams and its embrace of latest innovations and technology as well as long standing partnerships with clients and the communities it serves. Currently ranked in the top 50 of the Engineering News-Record list of Top 400 Contactors, Flatiron is building on its leadership in highways, rail and transit, bridges and aviation to strengthen positioning in water and wastewater treatment facilities, resiliency and flood protection, and sustainable mobility.

In recent years, Flatiron has achieved notable recognition for marketplace leadership — ranking as a Top 10 Canadian contractor by On-Site Magazine, earning four spots in the 2023 Roads & Bridges Top 10 Roads and Top 10 Bridges, being named 2023 Engineering News-Record Mountain States Contractor of the Year, and winning the top spot for its safety program the 2022 Associated General Contractors of America evaluation. 

Prior to joining Flatiron in 2013 as Chief Operating Officer, Javier was CEO of Pulice Construction, a U.S.-based heavy civil general engineering contractor and construction management firm. He built the foundation for his career in Spain at the project level for Dragados, a global infrastructure construction company. He served as Project Director for the Perpignan-Figueras high-speed rail project creating the rail link that connected cities in France and Spain. As his career progressed, he became District Manager for Dragados in the Catalonia region of Spain. 

Javier has a master’s degree in civil engineering from the University of Granada in Spain.
